libctl-dev software package provides library for flexible control files, development version, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libctl-dev
libctl-dev is installed in your system.
Make ensure the libctl-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libctl-dev *
You will get with libctl-dev package name, version, architecture and description in a table
